bare pcb vs pcb assembly

Hello.

I plan to perform antenna matching to improve the performance of my design.

I would like to know any differences when performing the match on bare pcb and pcb assembly. I have seen many people do the matching with bare board. But, I guess the result would be different when all components are mounted on pcb.

    you can do the tuning on a bare board, but you need to have mounted on components that will effect the antenna, ex: battery. 
    Also having the enclosure to see how it affects the antenna is beneficial, so that you can tune the antenna accordingly.
