Is NRF sniffer available for NRF 52833 Development board -> PCA10100?

Do you mean running the nRF Sniffer firmware on NRF52833 DK? If so, the answer is No. See Supported devices for a list of development boards and dongles that can run the nRF Sniffer firmware.

You could run the nRF Sniffer firmware on the supported devices to observe Bluetooth Low Energy applications 52833 Development board.
