nRF9160 at a wearable device, SAR requirements

The 3GPP Release 14 introduced new, third power class of 14 dBm for NB-IoT devices. Is it possible to assign nRF9160 to operate at the lowest power rating class, the 14 dBm? If yes, how? The 23 dBm means we cannot meet regulations. Going way beyond the limits.
