VDD_PA will only be at 1.8 V when the radio on the chip is transmitting, by that I mean actually sending bits on the air. VDD_PA is DC supply for the internal power amplifier. So as long as you are not transmitting, VDD_PA will be at 0 V. The radio will switch off VDD_PA automatically.
