How to install the app "Programmer" manually on Linux?

I cannot install the app "Programmer" automatically. The connection always fails due to poor network in our country. The error report is as follows:

Is there anyway to install the package manually?

Indeed, I found a way from there. Following his step, I downloaded the tgz file and put it to the path ~/.nrfconnect-apps/local/ without extracting it. But still I cannot find the local package in the app list.

Is something wrong in my steps? 

OS: Ubuntu 18.04

Software Version: 3.3.0

    Where do you download the tgz?

    I have solved the installation problem. I install it automatically with the help of VPN.

    I downloaded the file by following the step 4 of the approach I linked to. I believe that the file is an official one. I don't know if there is any issue in the approach. Maybe I will figure out it later.
