I've a similar experience with the nRF9160. The root problem derives from:
1, Extensive use of scripts.
2. Continual incompatible changes to tools and the API.
3. Lack of internal testing at Nordic.
The result is that only specific combinations of tools, modem firmware, and the SDK can actually work. If you ever get a working setup then do not upgrade anything.

Indeed, everything is sweet in their samples. However, if you want to adapt the sample to your needs, everything breaks like a tower made of cards.
Only the most persistent will survive! The others will lose their common sense!
