NRF52840 development board does not have any programs when burning into bootloader and application and protocol stack and settings.hex,

So the nRF52840 does not jump to the application if you flash the SoftDevice. Bootloader + Settings.hex and the Application? If that is the case, how are you generating the settings? Which order are you flashing the hex files? Are you merging the settings hex with the bootloader hex file?
