What is BEST Settings to scan window and interval if my sensors send  new data every 10sec to broadcast?

That depends on what your needs are, usually, it's a tradeoff between latency and power consumption. 

If you know that you will get a broadcast every 10 seconds you can sync to this broadcast and turn on scanning with a 100% duty-cycle (Scan window == scan interval) when you need it.
