Looking for a BLE-enabled chip

We are looking for a BLE-enabled chip which can bind to a smartphone, with the aim of performing proximity tests. to make sure the person in possession of the chip is indeed near the phone.

Any suggestion would be very welcome

I suggest that you have a look at the Proximity Application from the nRF5 SDK.
