Why do you need a mathematical expression to show it?
It should be obvious that a shorter connection interval reduces latency - by definition.
Similarly, a shorter connection interval means that the radio is active more often - which is bound to increase power consumption.

Besides, there are so many other variables that it's probably impossible to come up with a universally-relevant equation
