nRF Connect on Android unable to see 'non-discoverable' BLE device advertising packets, which are visible on nRF51822

I can see advertising packets of a device using an nRF51822 in Wireshark (example packet capture here https://imgur.com/a/maV6kbb). But can't see them in nRF Connect on Android (or any other Android BLE scanner). Is there an Android limitation around being able to be able to view BLE devices set as non-discoverable? Is there any way I can use the device address to connect on Android?
