Response definition of %XMONITOR

Hi 

We are using %XMONITOR to get the network status and parameters, but we cannot understand some of its response:

1), sometimes, the PLMN may be "FFFFFF" and TAC may be "FFFE" even the reg_status is 1(Registered), what's meaning of them? when they are "FFFFFF" and "FFFE", the network data transfer will be not available

2), Even the device is attached to network(reg_status is 1), sometimes the response has not the rsrp and snr values, why the modem has not these signal quality values when it is in network?
