Configuration of the nRF9160

Hello together, 

I am just starting to work with the nRF9160 and have some problems with the configuration. 
I inserted the iBasis SIM card and tried to get a LTE connection, but the device isn't able to connect. Just the LED3 is blinking and that concludes to the problem that I am unable to connect the device to the nRF Cloud. 

So as I said I am in the very beginning and can't really get started at this point without the cloud connection.

I am located in Germany which has 'Limited Coverage'. But I also tried a SIM card from a german provider which should definitely work and had the same problem.
