Can I have reference code for Advertisement receiving without softdevice

I'm looking for Advertisement receiving code with control radio module without softdevice.

I want to make extremely low power control code for advertisement.

Could you elaborate more detail on the requirement of "low power control code for advertisement" ? 

I assume you are asking about scanner code ? Not advertising code ? 

Usually for scanner the radio have to stay in RX mode and it will draw higher current when it's in RX mode. If you limit the time the device stay in RX mode it will have less chance of catching the advertising packet. 

We don'thave an official code on how to do advertising scanning without softdevice, but here you can find some code on how to do it directly with the radio. It's pretty old but the principle hasn't changed.
