nRF52833 Power on problem caused by usb VBUS

I am developing a product using nRF52833. (S113, SDK 16, IAR8)

My board uses a lithium-ion battery and uses usb charging.

My board turns on automatically when the USB cable is connected while the power is off.

Why??

I want VBUS to only affect battery charging if my board is powered off.

The nRF52833 only wants to be powered through VDD.

Attach the relevant circuit diagram.

I want a hint to solve this problem.

What voltage do you measure on VDD?
