I was able to download it from the link below. However, the infocenter link and the one below ...they are different. That could explain it. Also, I'm in the US if that's helpful to understanding the issue.
The link I provided is the actual file uploaded to this ticket on devzone.
It might be an HTTP vs HTTPS issue or something.
Maybe ...I also run into issue with trying to use Keil Tools Package Installer utility to download Nordic DeviceFamily files. This only occurs when I try to download from Nordic. It works fine when downloading from other vendors. I would really like to fix this issue. However, I'm not sure what I can do from my end. Since it is only an issue when trying to access Nordic content, it seems like an issue on the Nordic server side. If you have any suggestions, I'd be happy to try them.

I suggest you download the required device family pack from https://www.keil.com/dd2/pack/ and do a manual install of the pack as described in http://www.keil.com/support/docs/3649.htm.

Unfortunately, the Keil site re-directs me to the Nordic site to download DeviceFamily packs. As such, it produces the same issue as going directly to the Nordic website.
