In mesh light switch, how to set the transmitting power comprehensively？

I work in the nrf5_SDK_for_Mesh_v4.1.0_src. I want to adjust TX power based on light switch  server . After setting TX power, I find that RSSI varies from high to low, which seriously affects the stability. Do you have any suggestions?In mesh light switch, how to set the transmitting power comprehensively？

What TX power and RSSI values are you measuring? 

By default RSSI is inaccurate since it depends on factors such as other equipment that may be transmitting, reflections and fading, antenna orientation and radiation pattern, obstruction and objects, frequency etc.
