I use a 3.3V battery as VDD on an nRF52832 device.
Along the line this battery might do down from 3.3V to 1.8V. Will the Internal Reference Voltage be consistent at 1.8V when VDD might vary from 3.3V down to 1.8V?

The nRF52832 regulates the external voltage to a internal system voltage of 1.3vdc.
Just realize that with a battery sitting at 1.8 volts you may dip below that when in receive or transmit mode which may cause a brown out.
Please review chapter 7 of the nRF52832 product Specification for more info.

Chapter 18 POWER is the chapter that outlines a BOR reset and how the input supply is regulated down to 1.3V system power. In addition chapter 7 has some info on CPU current consumption with different configurations, he might have been referring to this.
