Windows PC BLE application

I have been using the MCP along with the provided dongle to access a custom BLE service. I would like to build a custom windows 7 application around the BLE service and move away from the MCP interface. I would like to continue using the Dongle provided by nordic and write a C# or python application as my computer does not have BLE.

Does Nordic have any starting points for this? Is the format of the data coming off the Dongle defined in a spec somewhere? Perhaps a specification for the driver? Any information that could give me a starting point would be great.

Next to the installation folder of the MCP you will most likely find the install folder of Master Emulator, which is the driver used by MCP.

In this folder you find examples and documentation (also, MCP is an example).
