It is correct that S113 < v.7.2 does not support +8 dBm TX power, however, with the newly released S113 v.7.2 it now supports +8 dBm. You can download the S113 v.7.2 here.
Infocenter is yet updated with the v.7.2 release, but you can read it in the associated header files.

If you first see the SDK and SoftDevice compatibility matrix for the nRF52820 you see all the supported SDK's and SoftDevices. From there, you can check the sd_ble_gap_tx_power_set function API, and see which TX power is supported. In short, if you need +8 dBm TX power on the nRF52820 you will have to either use the S113 >= v.7.2 or S140 SoftDevice.
