nrf91 NCS creating new west.yml

Hello,

if one wants to start the app from scratch, what is the right way to create west.yml file? 

Say we want to start from NCS 1.3.0.

Hello Oleh, 

I recommend looking at our nRF Connect SDK tutorial - part 3 which covers some steps of starting from scratch, and the West Manifests chapter in the Zephyr.

Also, have a look at the west.yml in nrf (<sdk_root>/nrf\west.yml)
