Hi, so I assume that what we are seeing here is the device being in RRC connected mode, waiting for the RRC inactivity timer to run out. RRC inactivity timer is set to 25 seconds, and the network is not supporting DRX in RRC connected mode (or that the DRX interval is shorter than the measuring device resolution). Hence, the 25 second continuous RX (very sort RX interval) @ 30mA.
The nRF91 supports Release assistant information, meaning the nRF91 can request the network to release the connection after data has been transmitted. The AT command to do this is documented here: https://infocenter.nordicsemi.com/topic/ref_at_commands/REF/at_commands/nw_service/xrai_set.html?cp=2_1_7_12_0
