NCS 1.31 can not download

Hi,

  Dear nordic friend,I am trying to download NCS1.31 by using toolchain manager,but it work bad,show in below.

  I have use some ways，to make me can visit the web in Europe（VPN）.

 

 And the folder is empty after it running about half-hour， it gives me an error shows in above.

How can I download it successfully？
