Temporary workaround: Download https://developer.nordicsemi.com/nRF51_SDK/pieces/nRF_SoftDevice_S130/ NordicSemiconductor.nRF_SoftDevice_S130.0.9.0-1.alpha.pack

from

https://developer.nordicsemi.com/nRF51_SDK/pieces/nRF_SoftDevice_S130/

And run packinstaller.exe (included with keil) to install manually.
