It is unclear, for both the Thingy 91, version 1.0.2, and nRF9160-DK, version 0.8.3, if they need bias-tee's for use with an external active GPS antenna. Also, what about the latest version of both these products, do they need bias-tee's?

The nRF9190-DK v0.8.3 not have power supply for an external GPS antenna:
Newer version will have this.
Thingy91 v 1.0. does not have power supply for an external GPS antenna either:
Thingy91 v1.4 will have this.
So for the newest version of both, you don't need a bias tee, but you will need that for the ones you have.
The giveaway is the connector, versions with a U-FL connector have supply voltage for the antenna.
