Efficiency of DCDC

We are looking to increase battery life for a product that uses the nRF52832. I'm wondering if it's possible to provide 1.3V directly to the DEC4 pin rather than use the internal DC_DC.

No, that's not possible. There are quite a few power domains other than DEC4 that needs to be supplies from VDD The power on reset circuitry needs VDD to work.
