Enabling Coded phy on muti-peripheral and multi-central

I would like to know if we can enable codded phy while using mutli peripheral in conjunction with mutli central. Also peripheral  should be scannable and connectable without switching to 1Mbps

Yes, you should be able to both scan and advertise over Coded PHY. I note that you have tagged the nRF5340 and the nRF5 SDK, and I should mention that the nRF5340 is not compatible with the nRF5 SDK and you will have to use the nRFConnect SDK for development with the nRF5340. The nRF5 SDK is only compatible with the nRF51 and nRF52 series.
