can build a mesh network by using lora module without using any gateway?

I want to develop a device which can communicate with other users without any cellular coverage or network by creating a lora mesh network like above mentioned picture. in here will not use any gate way. so my doubt is can I develop a mesh network by using Lora without any gateway?
