The answer to your question depends on which features you are after.
The s140 softdevice is qualified as a Bluetooth 5.1 stack, and in that sense nRF52840 supports Bluetooth 5.1. Not all features in the Bluetooth specifications is mandatory, for instance the stack does not need to implement support for the Direction Finding features added in Bluetooth 5.1 specifications in order to qualify the stack as 5.1.
nRF52840 does not have the required hardware for supporting Direction Finding features from BT 5.1, if that is what you are after, you should look at one of the other SoCs mentioned on this page.
