Can not enter production with so many bad chips

I have competed development on a project using the digikey sparkfun dev modules. I'm now entering production but my factory can not find a model on the market that works. I can not move to product at the cost of these, what I would call dev boards. So far every module I find, counterfeit or not, do not work. All modules accept all SPI command and save the information but do not communicate with the other known working sparkfun module. I have read a lot of information about keeping the modules art a distance and using 1uf or 10us decouplers but this is not making the modules work. This is a small company so getting a board certified is out of the budget, we need to use a working module. Our product uses shockburst and tries to communicate at the full SPI and wireless speed ( Also note that the plan is to use the on board antenna). So the modules needs to be %100 compatible. Most modules have the nrf24l01+ on the chip but the next 6 charters are never the same. The only clones I see are the The Si24R1 but even they do not work. Can anyone suggest a plan forward here?
