Can not enter production with so many bad chips

I have competed development on a project using the digikey sparkfun dev modules. I'm now entering production but my factory can not find a model on the market that works. I can not move to product at the cost of these, what I would call dev boards. So far every module I find, counterfeit or not, do not work. All modules accept all SPI command and save the information but do not communicate with the other known working sparkfun module. I have read a lot of information about keeping the modules art a distance and using 1uf or 10us decouplers but this is not making the modules work. This is a small company so getting a board certified is out of the budget, we need to use a working module. Our product uses shockburst and tries to communicate at the full SPI and wireless speed ( Also note that the plan is to use the on board antenna). So the modules needs to be %100 compatible. Most modules have the nrf24l01+ on the chip but the next 6 charters are never the same. The only clones I see are the The Si24R1 but even they do not work. Can anyone suggest a plan forward here?

May you check that it's the hardware or firmware issue? If the system is made by yourself. Then , you can check the channel , IRQ interrupt , and the payload frame in nRF24. If it's just rssi or bit error rate issue, you may improve the RF matching, crystal oscillation, and so on. If no signal in IRQ, even though channel and initialization is setup. You may check your code or spi timing.

Where are you buying the modules that does not work? An option could be to contact the nordic RSM in you are and ask them to put you i touch with one of our distributors.

I'm almost embarrassed to say this but the issue was that the Factory was laying the module on top of the PBC that had a via. I soon noticed that after I put the module back on, it worked. So the fix is simple enough to slide paper in between them. Of course these were samples, so all is well now.
