Devzone Community - Not allowed to reply or post?

I visited the Community and wanted to up vote a post but found I had no rights to reply, post or up vote yet in the Welcome it says if I am a member of Devzone I can post?

The below is the message I received WITHOUT any information about HOW to resolve the simple process of POSTING!

You do not have the 'create reply' permission for 'Thoughts on development tools' that is required to complete this action.

There is NO selection about web documentation issues or broken links (Every page should have a "Report Broken Link" link, web maintainers should handle web issues not engineers and developers!)
