You cannot do this from Keil, this is because of the flash algorithm from Nordic, which is same for any debugger you use with KEIL.

This algorithm does not allow the UICR address range to be programmed (i do not know why it does not allow)

I do not know, but this will change for the new products. Use nrfjprog or write them in your application using NVMC functions.
