Certified solution for nRF5340

I'm evaluating the nRF5340 for a small-scale initial project at first.  We want to use Bluetooth LE (long range).  We don't want the hassle and expense of Bluetooth certification.  It seems we need to use both a certified board (e.g. Laird) and also a certified soft-device.  Is this understanding correct?  It seems there's no soft device for the nRF5340 yet.  Is something in the works, perhaps a pre-release uncertified version that I can evaluate?
