Windows not recognizing nRF52 DK

nRF52 DK fresh out of the box isn't recognized by my Windows 10 PC. When I plug the device into the USB port LED 1 pulses and LED 5 blinks rapidly. However, there is no sound notification of a new device and it does not appear in the as a removable drive in Files or Device Manager. When I start JLink commander it says "No emulators connected via USB". All of this is repeatable whether in normal mode or Bootloader mode with multiple cables, computers, and USB ports tested. I know the USB ports work because plugging in a nRF52840 Dongle works fine. The dongle is also recognized by nRF Connect but the DK is not. I have also redownloaded SEGGER Embedded Studio and JLink Windows tools multiple times with no effect. I bought this board because I thought my nRF52840 DK was broken because this same thing was happening. Clearly this points to a software issue unless I have received two faulty boards!

I scoured posts on here and though some had similar issues they always seemed to be able to see it after a switch to Bootloader mode or be able to connect to it with JLink commander. 

Any help is greatly appreciated.
