Do we also need to call sd_ble_gap_tx_power_set() in MESH_GATT_EVT_TYPE_CONNECTED case in gatt_evt_handler() in proxy.c

I'm not absolutely sure but I think you might need to do that. The best way to check would just be to test out both and see if there is any difference.

Could you also share any idea or method to test device's tx power when device is connected to mobile?

I think mobile APP will only show RSSI of device's advertisement packet, and is there any APP show RSSI when connected?

Yes, you are correct. I'm not sure about app that show RSSI when connected, our nRF Connect/nRF Toolbox app doesn't do that at least.
