Minimum RSSI to be scanned

The BLE scanner I developed does not scan devices with RSSI less than -80 dBm. However, it is stated in the datasheet that the nRF52832 chip has a sensitivity of -96 dBm. 

Could you help me find a solution to detect devices with RSSI less than -80 dBm?

I use nRF5 SDK 17.

How do you determine that?

Remember that's just the sensitivity of the chip itself - the actual real-world sensitivity of your system will be affected by your hardware implementation - in particular, your antenna ...
