Question Regarding the nRF9160 and Product Certification

We are considering the nRF9160 SIP for a product we plan to develop. There is questions around whether we will need to obtain regulatory certification (Starting within U.S.A.), or can the nRF9160 be treated like a module? There isn't an antenna connector included with the nRF9160 but it appears the product is still being treated as a module by the FCC. My understanding is that any trace to an antenna, done independent from the OEM approved product, needs testing for certification. There was some debate in this forum:

I would like to hear the explanation from Nordic and others in the devzone. Any clarity that could be provide is much appreciated.
