If your question is about the L2CAP-based connection parameter update procedure, where the peripheral can only request and the central decides, then the answer is yes. All of our SoftDevices support this procedure completely.
The new feature in 4.1 where this is done on the host side, and where the peripheral can initiate the procedure (not just request it) is currently not supported.
