FCC - RED certification

I have a custom board using nrf52840 which communicates via BLE. the product is undergoing FCC testing and I have been using the radio test example since it helps selecting low medium and high channel for transmission and recieve. But i am running into issues with RED testing. The testing agency needs a way to watch live packets being transmitted and received. Radio tests doesn't provide a way to watch live packets tx and rx. can you please suggest a way to overcome this challenge.

you could use the direct test mode, also see our application note on how to use DTM for production testing. 

We also have our whitepaper for RF performance test guide, by using the radio test example.

Is this for the IC (chip) only?  What about the Nordic PCA10059 dongle?  Thank you.

The certifications is done with DK/evaluation boards.. Note that it's always the end product that needs to be certified.. so this certification can not be reused for other products. 
The dongle is compliant with the certifications, but the dongle is not certified.
