Need to print RSSI value , What should i use SCAN_START() OR ADVERTISING_START () , WHICH ONE SHOULD I USE ???  AND WHAT IS THE PROPER EXAMPLE ON NRFSDK

Depends entirely on what GAP role that you want to implement. If you're implementing the Advertiser role then you could follow my answer in this case.
