Can you please elaborate on what you are trying to achieve? Why can't you use UARTE for this? Have a look at the Low Power UART driver

i use
&uart1 , &uart1, &uart2 and &i2c3 in .overlay already
I still can use Uarte for uart3?
I want have 4 uarts and 1 i2c in nrf9160
No, you can't have 4 UARTs and one I2C, as you will use all instantiation spaces on the UARTs. Please see Memory chapter in nRF9160 Product Specification.
If you want to have SW UART, you can search the DevZone forum e.g. this case.
