it means such as when I set Tx power as 8 dbm, in fact what value power I get in antenna output side,it is normal. it should have a deviation like 5% or 10% etc.

The output power is somewhat dependent on the matching network component tolerances. But if 5% is used here, the output power should be within +/- 1 dB.
