If you plan to program the chip when it's already onboard, could be that you have to connect several Jlink programmer to a PC .
Have a look here parallel programming using multi-boards on OS X or Windows at a fraction of the price of one JLink. The IDAP-Link/M works instantly with Keil and other IDE, no drivers to install.

At the end we'll most probably use: http://www.smh-tech.com/products/flashrunner-cube.html We'll implement 3 of them in the test fixture to guarantee real gang programming of all 24 boards in the panel. We just have to invest in the programming algorithm since the nRF51822 is currently not supported.
