RACP Related Question - Glucose Example

Just wanted to get clarity on the usage of RACP.  In the Glucose SDK example, every measurement gets saved to the database regardless if a Central is connected or not.  Why save data to the database in the case where the measurement could have been sent out over notification?   Is there any official RACP documentation over how records saving VS live sending should be handled?
