NRF Connect Programmer bootloader signature error when not flashing bootloader

Similar to https://devzone.nordicsemi.com/f/nordic-q-a/61935/bootloader-flashing-error---nordic-nrf52840-usb-dongle I get the following error:

DFU failed: Error message for known extended error code from DFU target: The init packet does not contain a signature. This bootloader requires DFU updates to be signed.

However, I'm not trying to update the bootloader, I'm trying to upload an application (the NRF sniffer .hex) onto an nrf28540 dongle (Specifically Laird Connectivity BL654, but that should be irrelevant?), as can be seen on the following image:

Do you see this error with any other .hex files? What version of the Sniffer firmware are you trying to flash onto this Laird Dongle?

Please note that the Sniffer firmware has only been tested on the development kits/dongles listed on the nRF Sniffer product page, so we can't guarantee that it will work on 3rd party modules.
