ENOEXEC error when using AT%CONEVAL command with nRF9160 fw version 1.3.0

I'm not able to get a response using the new CONEVAL AT command.  I'm using firmware v 1.3.0 and a recent B1 variant nRF9160.  Response is always ENOEXEC.  I have tried before connecting and after without success.
