Can  use Wireshark to capture ble packets?  

Is it necessary to burn the softdevice while burning this hex code?

Hi, 

The package of sniffer in that link provides a capture plugin for Wireshark. Just program the firmware HEX file for your development kit or dongle to use as the Sniffer. See nRF Sniffer for Bluetooth LE doc.
