You might try to connect the card and take a look in the device manager if you see it and what is its state.
Device Manager does not respond to either accessing or unplugging the development board
Do you see lights on the board when you plug it? There are some switches which you may have put in a bad position.
I have two development boards, one is normal, compared the two development boards, the switch position is the same. The JLINK indicator that does not recognize JLINK is not on, but the nRF52833 chip is working properly
