The nRF9160 SIP is certified as a module. Please refer to the nRF9160 certifications page for details.

End product certification is more complicated since this directs to specifics that different MNO's may require and in some cases, the Country governing the location may have more rules in place. It is best to work with the different MNO's to determine what their requirements are. 

If you are asking about Permanently Roaming devices each carrier treats this differently.
