PSM behavior when periodic-TAU-ext is disabled

How should we interpret this XMONITOR response with regard to PSM:

%XMONITOR: 5,'vodafone.de','','26202','BBA6',7,20,'01442801',240,6300,37,40,'','00001000','11100000','01001000'

Does it mean that we are getting 48 minutes between TAU (Periodic-TAU value) or no PSM at all (Periodic-TAU-ext is disabled)? In general, what is the meaning of Periodic-TAU in presence of Periodic-TAU-ext?
